The authorities are able to call LGV licence holders to account for their conduct in certain cases.  The hearings are heard by the Traffic Commissioner who can suspend or disqualify a driver from holding an LGV licence.    

These hearings are very similar to a public inquiry.  In fact they are often held at the same time as a public inquiry if the allegations the driver faces are the same as those against the operator.
